【摘要】:Environmentaldataareoftenrequiredformakingregulatoryandprogrammaticdecisions.Thesedatamustbeofknownqualitycommensuratewiththeirintendeduse.Certainminimalcriteriamustbemetbythefieldorganizationsinordertomeettheobjectivesofthewatermonitoringactivities.ThisguidedefinesthecriteriafororganizationstakingwatersamplesandgeneratingenvironmentaldataandidentifiesotheractivitiesthatmayberequiredbasedontheDQOs.ThisguideemphasizestheimportanceofcommunicationamongthoseinvolvedinestablishingtheDQOs,planning,andimplementingthesamplingandanalysisaspectsofenvironmentaldatagenerationactivities,andassessingdataquality.1.1Thisguidecoversplanningandimplementationofthesamplingaspectsofenvironmentaldatagenerationactivities.Environmentaldatagenerationeffortsarecomprisedoffourparts:(1)establishmentofdataqualityobjectives(DQOs);(2)designoffieldsamplingandmeasurementstrategiesandspecificationoflaboratoryanalysesanddataacceptancecriteria;(3)implementationofsamplingandanalysisstrategies;and(4)dataqualityassessment.1.2Thisguidedefinesthecriteriathatmustbeconsideredtoensurethequalityofthefieldaspectsofenvironmentaldataandsamplegenerationactivities.1.3DQOsshouldbeadoptedpriortotheapplicationofthisguide.ThedatageneratedinaccordancewiththisguidearesubjecttoafinalassessmenttodeterminewhethertheDQOsweremet.Forexample,manyscreeningactivitiesdonotrequireallofthequalityassurance(QA)andqualitycontrol(QC)stepsfoundinthisguidetogeneratedataadequatetomeettheprojectneeds.TheextenttowhichalloftherequirementsmustbemetremainsamatteroftechnicaljudgementasitrelatestotheestablishedDQOs.1.4Thisguidepresentsextensivemanagementrequirementsdesignedtoensurehigh-qualitysamplesanddata.Thewordsx201C;must,x201D;x201C;shall,x201D;x201C;may,x201D;andx201C;shouldx201D;havebeenselectedcarefullytoreflecttheimportanceplacedonmanyofthestatementsmadeinthisguide.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
