【摘要】:MaterialsencounteredduringDx0026;Dmaycontainresidualradioactivityvaryinginamountsfromthatinirradiatedfueltobarelydetectablequantitiesinoronbuildingmaterials.Itisclearthathighlyradioactivematerialshavetobedisposedasradioactivewastepursuantto10CFR60and10CFR61.Conversely,itisnotreasonabletoexpendadisproportionateamountofresourcestoisolatematerialsthatcontainminutequantitiesofradioactivematerialsthatwillnotcauseevenstatisticallymeasurablehealtheffects.Thisguideprovidesarationaleandmethodologyfordistinguishingbetweenmaterialsthatcontainsufficientradioactivitytowarrantisolationofsometype(storageawaitingdecay,near-surfacedisposal,disposalwithintruderprotection,orplacementinadeeprepository)frommaterialswithinsignificantradioactivecontent.Materialswithinsignificantradioactivecontentcanberecycledintheeconomyordisposedofinconventional(landfill)facilitieswithoutadversehealtheffects.Materialsthatmeetthecriteriaidentifiedinthisguidearenotsimplyexcludedfromregulationbecausetheydonotfallpreciselyintheregulatoryscope.Theyaresufficientlyfreeofradioactivematerialsothatnofurthereffortsatcontrolarejustifiedforradiationprotectionpurposes.Therefore,thereleaseofmaterialsforunrestricteduseinaccordancewiththisguidemeetsthecriteriaforbeinganx201C;aslowasreasonablyachievablex201D;(ALARA)activity.Forthepurposeofthisguide,thereturnofmaterialscontainingresidualradioactivitytosocietywithoutregulatoryrestrictionsisreferredtoasx201C;unrestrictedreleasebasedontheabsenceofthecrediblepotentialforadversehealtheffects.x201D;Thisguideassertsthatmaterialsrecycledthiswaywillhavenostatisticallymeasurablehealtheffectsregardlessofuse.Itdoesnotguaranteethatthematerialsaresuitableforuseineverypossibleapplication,forexample,traceamountsofradionuclidesinmaterialsmaynotbeacceptableforcertainphotographicandelectronicapplications.Thisguidealsoassertsthattheownerofthematerialsisresponsibleforensuringthatsociety''scriteriaforx201C;nomeasurablehealtheffectsx201D;ismetbeforerelease,andthattheresponsibilityforprovidingmaterialswiththepurityrequiredforaspecialapplicationrestsnotwiththeowner,butwiththedeveloperofthatapplication.1.1Thisguidecoversthetechniquesforobtainingapprovalforreleaseofmaterialsencounteredindecontaminationanddecommissioning(Dx0026;D)fromrestricteduse.Thiswouldbeaddressedinthedecommissioningplan(E1281).Itappliestomaterialsthatdonotmeetanyoftherequirementsforregulatorycontrolbecauseofradioactivitycontent.Fig.1showsthelogicdiagramfordeterminingthematerialsthatcouldbeconsideredforrelease.Materialsthatnegotiatethislogictreearereferredtoasx201C;candidateforreleasebasedondose.x201D;1.2Theobjectiveofthisguideistoprovideamethodologyfordistinguishingbetweenmaterialthatmustbecarefullyisolatedtopreventhumancontactfromthatthatcanberecycledorotherwisedisposedof.Itappliestomaterialinwhichtheradioactivityisdispersedmoreorlessuniformlythroughoutthevolumeofthematerial(termedresidualinbulkform)asopposedtosurfacecontaminatedobjects.1.3Surfacecontaminatedobjectsarematerialsexternallycontaminatedwithradioactivematerial.Provisio......
