【摘要】:NDAmeasurementpracticesaimedatachievingqualityresultsaredescribedinthisguide.Theapplicationofthematerialprovidedinthisguideshouldbedeterminedonacasebycasebasis.Notallelementsarerequiredforallapplications.NondestructiveassaymeasurementsaretypicallyperformedwhentheitemsmeasuredorgoalsofthemeasurementprogramfavorNDAoverdestructiveanalysis.NDAistypicallyfavoredwhencollectingarepresentativesampleoftheitemisdifficultorimpractical(forexample,scrapandwasteitems),personnelexposurewouldbesignificant,spreadofcontaminationfromsamplingwouldoccur,generationofsecondarywastemustbeminimized,theweightand/ortareweightoftheitemcannoteasilybedetermined(forexample,inplaceprocessequipment),rapidturnaroundofthemeasurementresultsisneeded,ortheNDAmeasurementissignificantlylessexpensivethantheequivalentdestructiveanalysis.Theprinciplesprovidedinthisguideshouldbeusedtodeterminewhichtypeofmeasurementisbestsuitedtothemeasurementapplication.Thisdeterminationinvolvesconsiderationofthecharacteristicsoftheitemstobemeasured,aswellasthegoalsofthemeasurementprogram.ThisguideappliestothesuiteofNDAinstrumentsandmeasurementmethods,manyofwhicharedescribedindetailinRefs(1)and(2).Apartiallistingofmeasurementmethodsandapplicableusereferencesisprovidedin5.6.1.ItisincumbentupontheusertoseekadditionalguidancewithinASTMmethod-specificstandards,asthisguidedoesnottakeprecedence.Additionalinformationonspecificmethodsisbestfoundintechnicalmeetingtransactions,journals,commercialapplicationnotes,andNRC/DOEpublications.Thisguidemaybeappliedtomanysituationsspanningtherangeofnuclearmaterialsfromproductthroughwaste.Typicalapplicationsinclude:themeasurementandcharacterizationoftransuranicwastes,low-levelwastes,andmixedwastes;thedeterminationofradioactivitybelowsomeregulatorythreshold,estimatedfornon-detectedradionuclides;themeasurementofsafeguardednuclearmaterials;shipperreceiverconfirmation;confirmationofnuclearmaterialinventory;supportofnuclearcriticalitysafetyevaluations;measurementofholdupofspecialnuclearmaterialinprocesssystems;supportofdecontaminationanddecommissioningactivities;andin-situanalysesoffacilities,glove-boxes,hotcells,andtheenvironmentpriortoandfollowingdemolition.Whenappliedtomeasurementofwaste,thisguideshouldbeusedinconjunctionwithawastemanagementplanthatsegregatesthecontentsofassayitemsintomaterialcategoriesaccordingtosomeorallofthefollowingcriteria:bulkdensityofthewaste,chemicalformsoftheradioactiveconstituentsandmatrix,(x03B1;,n)neutronintensity,hydrogen(moderator)andabsorbercontent,thicknessoffissilemass(es),andtheassayitemcontainersizeandcomposition.Eachmatrixmayrequireadifferentsetofcalibrationstandardsandmayhavedifferentmasscalibrationlimits.Theeffectonthequalityoftheassay(thatis,maximizingprecisionandminimizingbias)cansignificantlydependonthedegreeofadherencetothiswastemanagementplan.Thisguideaddresseselementsofqualitymeasurementpracticesuchas;nuclearmeasurementinstrumentationanditscare;commonhazards;facilityreadinessandrequirementstosupporttheNDAequipment;projectscoping,requirementsandobjectives;assemblyanddeploymentoftheinstrument;calibrationandtest;computationalmodelingtoaugmentphysicaltesting;measurementvalidation;preventivemaintenance;andthemeasurementcontrolprogram.1.1ThisguideisacompendiumofQualityMeasurementPracticesforperformingm......
